In accordance to art. 27 para. (1) lit. a) of Law no. 548-XIII of 21 July 1995 on the National Bank of Moldova (Monitorul Oficial of the Republic of Moldova, 1995, no. 56-57, art. 624), as amended and supplemented, and the Strategy of Monetary Policy on the National Bank in medium terms (approved by Decision of the Board of the National Bank of Moldova no. 303 of 27 December 2012), taking into account the Inflation Report no. 4, 2015, the Executive Board of the National Bank of Moldova
DECIDES:

1. To maintain the base rate applied on the main monetary policy operations on short term at the current level of 19.5 percent annually.

2. To maintain the interest rates:
a) on overnight loans at the current level of 22.5 percent annually;
b) overnight deposits at the current level of 16.5 percent annually.

3. This decision shall enter into force upon adoption and shall be published in the Monitorul Oficial of the Republic of Moldova.

In the Annex №3, paragraph 10 of the draft "Law on state social insurance budget for 2015" states that "the contributors to the budget of the obligatory state social insurance, which on 01.01.2015 has more than 10 employees taken on the basis of the individual employment contract or on the basis of other types of contracts, with the purpose of execution of works or services must provide the declaration of the insured persons for 2015, using a mandatory electronic reporting automated method using electronic signatures." The bill is awaiting approval by Parliament.

 Moldavian Parliament adopted in the final reading of the bill on the control of tobacco products, developed by the Ministry of Economy. Now, in the republic will be prohibited sale of tobacco products from 22.00 to 08.00. The law also provides for a ban on the sale of fine and aromatic (menthol, vanilla, etc.) cigarettes and smoking in public places.

In addition, you can not smoke in the elevators and common areas of apartment buildings, in playgrounds, in the borders of the territories occupied by beaches, in areas of social services, petrol stations, workplaces.

 Cigarette shops selling should be located at a distance of 200 meters from each other. They can not be placed closer than 50 meters to the educational and medical institutions.

 There are restrictions on the sale of cigarettes online, as well as their distribution via cell phones. It is forbidden to place cigarettes on visible places in commercial centers. For infringement of the law will be charged fines - up to 8000 MDL for individuals and up to 10 thousand MDL - for businesses.

Draft laws on the development of agriculture and supporting local farmers, worked out by the a special parliamentary committee, will be introduced into the legislation this week.The Special Committee for the elaboration and approval by the parliament of the package of legislative amendments to support farmers, chaired by Parliament Speaker Andrian Candu, considered farmers’ proposals to improve the situation in the sector at a today’s meeting. Attending the meeting were also Finance Minister Anatol Arapu and Deputy Agriculture Minister Vlad Loghin.

MPs propose amendments to the legal framework by establishing a supervisory board, with the participation of farmers, who will monitor the allocation of funds for agriculture, including national projects in agriculture. To this effect, they worked out a draft decision on financial transparency in the management of money of national and foreign assistance in agriculture. According to the draft, the government will change its normative acts on the implementation of national programs in agriculture, with the inclusion of representatives of agricultural producers 'associations, including branch representatives, to monitor compliance with legal provisions on funds management, in the bodies that manage the money. This provision will ensure fighting the corruption phenomenon and monopoly in the management and administration of financial resources provided by national and foreign assistance programs in agriculture.

The committee also proposed a 0 per cent tax on income, for a term of 3 consecutive fiscal periods, starting from 1 January 2015, provided that the profits are reinvested in agriculture. To avoid tax evasion, the Finance Ministry proposed that the revenues from the sale of domestic manufacturing production from plant growing and animal husbandry of economic agents be at least 75 per cent of total revenues. At the same time, to effectively enforce legislation, the ministry seeks approval of a classifier of related activities which agricultural enterprises may carry out.

By a legislative initiative, lawmakers also proposed amending the Fiscal Code to establish a low 8-per cent value-added tax (VAT) all agricultural products.

The meeting's discussions were also focused on the draft law on the introduction of regulatory rules to combat delays in payment in commercial transactions of food products. Farmers also made a motion for the draft law to provide that the payment for meat, milk, eggs, fruits, vegetables and fresh mushrooms did not exceed 30 calendar days from the time of delivery of agricultural products by suppliers.
The tobacco products that are flavored with mint, vanilla, caffeine, but also slim cigarettes, will be interdicted in the Republic of Moldova. The smokers risk to be sanctioned, the fine varying from one thousand to ten thousand lei, if they will smoke in public places, in transport or in rooms without ventilation.

The package of tobacco laws has been adopted today in the second reading by the Parliament with the vote of 69 deputies. It is about several amendments to the law on tobacco, but also to the Contravention Code.

The law project interdicts smoking in all public places, especially in transport, at stations, stadiums and playgrounds, in medical and educational institutions. Smoking won't be permitted also at balconies and cars, if there are children around. Otherwise, those that will infringe these provisions will be sanctioned with fines between 1000 and 3000 lei for individuals or till 10 thousand lei for persons with responsibility function that will admit this vice.

According to the bill, the kiosks that sell tobacco products must be placed at a distance of at least 200 meters one from another and of 50 meters from the educational institutions and medical institutions.

At the same time, between 10 PM and 8 AM, it is interdicted the commercialization of tobacco products which contain nicotine in trade units. It will be interdicted also the selling of the tobacco products to minors, the trader being obliged to verify the age of the person.

As well it is interdicted the trade of the slim cigarettes, of the tobacco products which contain flavors of mint, vanilla, caffeine, but also another additives. The Health Minister affirms that the flavored cigarettes contain toxic substances that affect people's health more than tobacco. These only create the impression that the product presents a reduced danger.

It is imposed interdiction at the on-line selling, but also the trade of the tobacco through machines, as well as the visible exposure of the tobacco products in shops accessible to public.

According to statistics, 51 percent of adults of the Republic of Moldova is smoking, fact which positions our country on the first places from Europe. 62 percent of smokers started to smoke till the age of 19 years old and 90% till the age of 25 years old. In last years increased the percentage of women who started to smoke because of the orientation of the marketing of the tobacco products upon women.

The tobacco products contain over 4 thousand chemical compounds, among which 480 are toxic, 70 are carcinogen. The exposure to tobacco smoke causes different types of cancer, cardiovascular disease, increased risk of blindness and impotence, reduction of fertility, impact upon unborn child, etc.

The tobacco consumption and the exposure to tobacco smoke is the second factor from those ten risk factors that contribute to the burden of diseases among men in the Republic of Moldova and the seventh among women. So, thousands of people in the RM suffer from one or more from those six main categories of diseases associated to smoking: bronchitis, lung diseases, stroke, heart failure, asthma, lung, pancreas, esophagus and stomach cancer.

The studies show that about 50% of smokers from Moldova die prematurely, and the death happens in average with 14 years earlier.
From April 1, the monthly childcare allowance paid until the child turns three will be released  at request to the mother, the farther or relatives who look after the child. According to the General Social Benefit Division of the National Office of Social Insurance, this  provisions apply only to persons who pay contributions into the state social insurance budget and took leave for looking after the child. The grandparents who are pensioners are not eligible.

Under other amendments made to the healthcare legislation, the maternity allowance for women pregnant with three and more children is paid for a period that is by 42 calendar days longer for the prenatal leave (from 70 days at present to 112 days) and by 14 days longer for the postnatal leave (from 56 days at present to 70 days). Thus, for women pregnant with a child the allowance is paid fully on the 30th week of pregnancy, while for those pregnant with more children – on the 24th week.

Parents receive three types of allowances when a child is born: allowance for the prenatal and postnatal leave that is paid once for the whole period, lump-sum childbirth payment, and monthly childcare allowance paid up to the child’s age of three to socially insured person and to the age of one year and a half to socially uninsured persons. The lump-sum childbirth payment this year is 3,400 lei for insured women and 3,100 lei for the uninsured ones.

Another provision is that women no longer need a required length of service to be able to receive childbirth allowance for the prenatal and postnatal leave, which is paid once for the whole period based on the medical leave certificate. These new amendments to the legislation will came into force on April 1. The childbirth allowance is now calculated based on the average monthly income for the last 6 calendar months preceding the childbirth. When the amendments take effect, there will be calculated the income for the last 12 months.
According to Dumitru Buliga, a Moldovan candidate for profession of lawyer who applied to be admitted to the bar, The Law on Advocacy in the Republic of Moldova should be reviewed because some its provisions stimulate corruption. The young lawyer formulated a number of proposals in this respect, and he plans to submit them to the competent parliamentary commission.

It was noted that there are no clear criteria for assessing the candidates and in such conditions it’s not clear why some are accepted, while others candidates are rejected. A number of illegalities committed by the licensing commission are determined by the human factors and by the imperfection of the relevant law.

Dumitru Buliga explained that the legislation does not necessitate the members of the commission to give details or to explain their decision when they reject an applicant for the profession of lawyer in Moldova. The commission’s decision can be challenged in the administrative courts of law only in regard to the examination procedure, not yet the result of the exam.

In this way it is necessary to take note of this situation and to change the Law on Advocacy, if Moldova really want to make a reform in the justice sector in order to become a state with the rule of law, where the basic rights and fundamental freedoms are defended by qualified and professional lawyers.

It is a fact that a part of those who want to become lawyers, though they have a high professional training level, are not able to take the exam owing to the corrupt system, which is protected by the law.

Considering the number of subjects of electronic monitoring are needed four monitoring centers and server.

According to Justice Minister Oleg Efrim, the bill also provides for the establishment of district advisory councils probation. Their role will be to streamline reintegration into society probation subjects locally.

Government approved the Regulation on the Register of detained, arrested and convicted. They will be included in a single register containing all the information in the books of the Department prisons, probation office, Ministry of Interior and the National Anti-Corruption.

Justice Minister said that the single register will facilitate monitoring the conditions of detention and treatment of detainees, including decisions taken on their complaints. Register will be non-stop and will only electronically, which will facilitate and accelerate the exchange of information between law enforcement agencies.

Rules were drawn up in accordance with the recommendations of the Committee against Torture of the Council of Europe.
